Purpose

If accessibility standards cannot be met due to an undue burden or fundamental alteration, PCHS will provide timely, equally effective alternative access to the content or services. An undue burden refers to significant financial or administrative hardship, and a fundamental alteration means a change that fundamentally modifies the nature of PCHS’s programs or services. These determinations are made by designated PCHS authorities.
Scope
This policy applies to all content and features created, published, or substantially altered after June 1, 2025 on the PCHS websites, including audio, video, images, tables, forms, document, HTML pages, and other digital media on any website providing content and functionality for PCHS’s programs, services, or activities, including all subordinate and intranet pages, sites, and web-based interfaces, including content and functionality developed by, maintained by, or offered through a third-party vendor or open source through which PCHS provides its programs, services or activities. Content published prior to this date will be made accessible upon request whenever possible. Sites that are independent PCHS (including sites to which PCHS links) and do not provide PCHS programs, services, or activities are excluded from the scope.
Implementation and Responsibility
All personnel involved in creating, procuring, maintaining, or updating PCHS’s websites are responsible for incorporating accessibility throughout the development lifecycle, including planning, design, procurement, and testing. Vendors providing digital products or services to PCHS must comply with our accessibility standards.
